Canada’s Department of National Defence is soliciting proposals for the supply of 9mm Luger Jacketed Hollow Point (JHP) ammunition, intended for use in training and operational law enforcement by domestic agencies. The contract requires delivery of 1.8 million cartridges in firm and optional quantities to designated Canadian Forces Ammunition Depots located in Dundurn, Saskatchewan, and Angus, Milton, Ontario. Firm quantities totaling 1.8 million cartridges must be delivered by July 1, 2027, with optional quantities totaling an additional 2.4 million cartridges deliverable in two windows during late 2029 and late 2031. This ammunition must meet stringent ballistic performance requirements, including specified penetration depths in bare gelatin (minimum 12 inches, average not exceeding 18 inches), minimum bullet expansion of at least 0.560 inches, weight retention of 98% or greater post-expansion, and a power factor not exceeding 150 as per SAAMI standards. Deliveries are to be made under Delivery Duty Paid (DDP) terms, inclusive of taxes and customs duties, directly to Canadian Forces Ammunition Depots. The procurement is governed by the Controlled Goods Program but does not impose security clearance requirements on suppliers. Proposals may be submitted in either official language and must comply with eligibility criteria welcoming Canadian suppliers as well as those from applicable and non-trading partner countries, barring any international sanctions. Technical compliance evaluation is based on pass/fail criteria for performance parameters without indicated weighting or scoring, suggesting a Lowest Price Technically Acceptable (LPTA) award basis, although this is not explicitly confirmed. The solicitation does not specify contract type pricing, packaging, marking, or preservation standards, nor does it include formal Federal Acquisition Regulation clauses, MIL-STD references, or detailed evaluation factors. The Contracting Authority, Trevor Clark, serves as the primary contact for submissions and inquiries, with proposals due by August 20, 2026, via email. The Crown reserves the right to negotiate and all documents submitted must conform to the requirements outlined, although detailed administrative and invoicing instructions remain unspecified within the available documentation.
