Back Face Protection Plates

The Department of National Defence, through the Directorate of Soldier Systems Program Management, is soliciting the procurement of Back Face Protection Plates (BFPP) to enhance soldier survivability by reducing blunt force trauma from ballistic impacts for the Canadian Armed Forces. This requirement is limited to Canadian goods and follows a two-stage evaluation process. Stage I involves a samples contract awarded to the three responsive offers with the lowest evaluated price to undergo compliance testing. Stage II is the final contract award, which is based on the compliant offer with the lowest price per point. Interested offerors must sign a Non-Disclosure Agreement to access technical drawings, specifications, and testing methods. The resulting contract consists of a 12-month firm deliverable period followed by a 12-month optional as-and-when period. Deliveries are required to be Delivered Duty Paid (DDP) to the 25th Canadian Forces Supply Depot in Montreal and the 7th CFSD in Edmonton. Key milestones include a kick-off meeting and the submission of codification data within 10 days of award, with first deliveries occurring 90 days after pre-series sample approval. The contractor must adhere to strict packaging and marking standards, including ISPM 15 for wood materials and specific Canadian Forces packaging specifications. Payment for undisputed invoices will be processed within 30 days, and the contract is managed by the contracting authority, Tracy Dow.
