Back Face Protection Plates

The Department of National Defence is soliciting offers for the procurement of Back Face Protection Plates (BFPP) to enhance the body armour systems of the Canadian Armed Forces. These anti-trauma plates are designed to absorb and disperse kinetic energy from ballistic impacts to reduce blunt force trauma to vital organs. This requirement is strictly limited to Canadian goods. The procurement process is divided into two stages: Stage I involves a samples contract awarded to the three responsive offers with the lowest evaluated price, and Stage II is the final contract awarded to a single supplier based on the lowest price per point. The final contract consists of a 12-month firm deliverable period followed by a 12-month optional as-and-when period. Goods must be delivered Delivered Duty Paid (DDP) to the 25 and 7 Canadian Forces Supply Depots in Montreal and Edmonton, respectively. The contractor must adhere to strict packaging and marking specifications, including the use of standard wooden pallets and individual item packaging. Technical compliance is verified through a phased evaluation process, including the submission of pre-award samples for testing at the Munitions Testing and Experimentation Center in Quebec. Invoices are to be submitted to the contracting authority, Tracy Dow, with payment issued within 30 days of receipt of an acceptable invoice.
