Cast In Place Piping & Sewer Pipe Rehabilitation

Mesa Public Schools is soliciting qualified contractors to rehabilitate existing sanitary sewer piping systems at multiple district facilities using the Cured-In-Place Pipe (CIPP) method, requiring full provision of labor, materials, equipment, supervision, and incidentals. The work must comply with federal, Arizona state, and local regulations, as well as district-specific standards, and contractors must hold appropriate licensing from the Arizona Registrar of Contractors. The contract has an initial term of one year, commencing July 1, 2026, with the possibility of four additional one-year extensions contingent upon funding, satisfactory performance, and mutual written agreement; the District may also extend the contract on a month-to-month basis at its discretion. Performance is restricted to locations within the United States, specifically within the Arizona jurisdiction of the District, and no offshore work is permitted. All contractor and subcontractor personnel working on school premises five or more times per month must possess a valid fingerprint clearance card, and registered sex offenders are expressly prohibited from working on-site during school hours. The contract includes strict compliance requirements for E-Verify, lobbying disclosures under the Byrd Anti-Lobbying Amendment for contracts over $100,000, Affordable Care Act obligations, and Buy American provisions for food-related funding. Proposals must be submitted electronically via the District’s public portal in PDF format, with no physical, faxed, emailed, or hyperlinked submissions accepted. Evaluation of proposals will be conducted on a best-value trade-off basis, not lowest-price technically acceptable, with weightings of 40% for Experience and Qualifications, 35% for Technical Capability, and 25% for Cost. Technical capability is assessed by the contractor’s ability to minimize disruption to school operations, meet scheduling constraints, demonstrate access to certified technicians and modern CIPP technology, and adhere to safety protocols. Performance must conform to ASTM F1216/F1743, NASSCo guidelines, ADEQ regulations, MAG Standard Specifications, and Mesa Public Schools standards, with final acceptance occurring at the job site after comprehensive video inspections verifying the absence of wrinkles, sags, blocked laterals, or incomplete curing.
