CBI GJ HVAC/Lighting Upgrade Project

The CBI GJ HVAC/Lighting Upgrade Project, solicitation REAA 2027-0043, is a Design/Bid/Build agreement issued by the Colorado Department of Public Safety via the Office of the State Architect. The scope of work involves the purchase and installation of specified HVAC equipment and controlling devices, as well as energy-efficient lighting fixtures and controls, including P1, P2, and P3 pole-mounted LED fixtures at the CBI Grand Junction location. The project requires adherence to 2008 and 2023 NEC codes, as well as BCC, IPC, and FSC standards. The awarded contractor is responsible for all testing, including air flows and balancing, and must obtain CDPS approval for all products prior to installation. The contract will be awarded to the lowest responsible bidder, considering the Colorado resident bidder preference. Bids must be submitted via the Vendor Self-Service portal by October 22, 2026, at 9:00 AM MT. Required submittals include the Bid Form, Bid Bond, and any applicable alternates or unit pricing. The project is designated as prevailing wage, and contractors must comply with State Apprenticeship Utilization requirements for projects over 1 million dollars and prevailing wage requirements for those over 500,000 dollars. Additionally, bidders may indicate Service-Disabled Veteran Owned Small Business status with proper certification. Performance and payment bonds are required for contracts of 150,000 dollars or more, and bid bonds are required for construction values of 50,000 dollars or more. Upon award, the contractor has ten days to execute the agreement and provide all necessary insurance and bonds. Work commences upon the Notice to Proceed, and final acceptance is determined through a joint inspection by the Architect/Engineer, Principal Representative, and Contractor within ten days of the notice of substantial completion.
