The U.S. Army Space and Missile Defense Command plans to negotiate a sole source contract with Tecolote Research Inc. (TRI) of Goleta, California, to provide specialized life-cycle cost estimating services for the Chemical, Biological, Radiological, and Nuclear (CBRN) Installation Protection Program. This contract aims to fulfill urgent program initiation milestones by delivering an initial Life-Cycle Cost Estimate (LCCE) by mid-December 2003, which is critical to support the Program Initiation Decision and related contracting actions. Due to TRI's existing expertise and detailed knowledge of cost-estimating factors specific to CBRN equipment acquisitions, the contract will be awarded using a non-competitive process in accordance with FAR 6.302-1(a)(2). While this is not a solicitation for competitive proposals, any parties claiming the necessary qualifications to perform these services must submit written factual evidence to the contracting office by November 7, 2003, for consideration. However, the decision to proceed without competition rests solely with the Contracting Officer. The contract is managed out of the Department of Defense office at Redstone Arsenal, Alabama, under the designation for the CBRN Installation Protection Program Life Cycle Cost Estimate.

Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program
Solicitation # 10292026-LR-27
The Department of Energy, in partnership with the National Nuclear Security Administration, has announced the Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program. This initiative, conducted by the Nevada National Security Sites, Y-12 National Security Complex, and Kansas City National Security Campus, aims to assist qualified U.S. small and medium-sized businesses in manufacturing low-volume, high-impact technologies developed by DOE/NNSA Labs, Plants, and Sites. These technologies, which include specialized optical imaging, radiation and chemical sensing systems, precision electrical components, and advanced materials, often have limited commercial markets but are critical for government mission requirements. Under the program, selected businesses may receive a Cost Reduction License (CRL) for a nominal fee, granting them the rights to produce specified technologies for sale to the DOE, NNSA, and other government customers at pre-negotiated prices. Eligibility is limited to U.S.-based SMBs, with preference given to those near participating sites or those with SBA 8(a) or HUBZone designations. Interested parties are evaluated based on their technical and manufacturing capabilities, financial capacity, and ability to meet regulatory and security requirements. Responses must be submitted to the Technology Partnerships and Intellectual Property Office by April 1, 2027, and are categorized under NAICS code 541715.
