Escambia County is seeking to engage a qualified consulting firm to oversee various services related to the enhancement of its transit infrastructure, specifically focusing on streetscape improvements and solar-powered lighting in low-to-moderate income (LMI) areas. The scope includes programming, construction administration, compliance with Davis-Bacon wage requirements, Section 3 employment and economic opportunities, inspection, and reporting. The project aims to upgrade up to 32 existing bus shelters to meet current ADA standards and install up to 80 new shelters at stops lacking coverage, thereby providing safe, weather-protected waiting areas and improved lighting for safety during early morning and evening hours. The contract, with an estimated value between 5 and 10 million dollars, is part of a broader effort to improve transit accessibility and safety, especially for vulnerable populations. The contract is governed by federal regulations, including the Davis-Bacon Act, which mandates prevailing wage standards, and the Section 3 clause, designed to promote employment and economic opportunities for low- and very low-income residents. The contractor will be responsible for ensuring compliance with these regulations, including proper wage determinations, labor standards, and outreach efforts. The project emphasizes adherence to HUD guidelines, including maintaining documentation for HUD compliance reviews and ensuring fair employment practices. The primary contact for the project is David Miller, and the procurement process is managed through the Escambia County Purchasing Office, with a response deadline set for September 25, 2025.
