Full Description
This is a Notice of Intent, not a separate request for quote. The Government’s solicitation for this requirement is provided through the associated combined synopsis/solicitation.
The Department of Health and Human Services, Office of Mission Acquisition Solutions (OMAS), on behalf of the Centers for Disease Control and Prevention (CDC), Logistics and Property Management Services Office (LPMSO), intends to award a firm-fixed-price contract to CGI Federal, Inc. for the renewal of the Sunflower MobileTrak Site License and MobileTrak Server support.
The purpose of this requirement is to provide continued access to the Sunflower MobileTrak Site License and MobileTrak Server support currently used to support CDC’s Property Management Information System (PMIS) and approximately 180 barcode scanners used for tracking, inventorying, and property management activities CDC-wide.
Sunflower MobileTrak provides the software licensing and server support necessary for CDC’s barcode scanners to operate in conjunction with PMIS. The software supports inventory validation, property accountability, asset tracking, and forecasting of critical assets that may require replacement.
The software works in conjunction with PMIS to link inventory validation activities to CDC’s property management system. PMIS is used to account for personal property and support property management and audit functions, and the Sunflower MobileTrak scanner environment enables CDC to maintain inventory validation within the established system.
Sunflower MobileTrak supports CDC property management activities by enabling the agency to inventory and manage critical assets supporting laboratories and other agency mission functions. The annual software license and server support are necessary for continued operation of the existing barcode scanners and established PMIS property management environment.
The requirement is for the renewal of the Sunflower MobileTrak Site License and MobileTrak Server support for a 12-month period of performance beginning upon award.
Justification for Single Source
CGI Federal, Inc. is the proposed single source for the continued use of the Sunflower MobileTrak Site License and MobileTrak Server support. This is a follow-on requirement necessary to maintain continuity of CDC’s established PMIS property management environment and ongoing inventory and property accountability activities.
CGI Federal, Inc. is the sole provider of Sunflower Software Licenses and Support. CGI Federal, Inc. does not sell its software licenses or support through resellers or distributors and is the sole provider of Sunflower-configured scanners and services. The only entity able to provide support services for the proprietary Sunflower Software is CGI Federal, Inc.
CDC uses approximately 180 barcode scanners supported by the Sunflower MobileTrak Site License and Server to conduct tracking, inventorying, and property management activities CDC-wide. These established scanners and the associated Sunflower environment support inventory validation, property accountability, asset management, and forecasting of critical assets.
Continued use of the Sunflower MobileTrak Site License and MobileTrak Server support supports continuity of established property management operations and continued use of CDC’s existing barcode scanners and PMIS environment. Replacing the existing software environment would require transition to a new solution and could result in significant delays to the inventory process, disruption to CDC property management functions, and additional acquisition costs estimated by the program office to be approximately $45,600 more than the renewal cost.
The Government requires continued access to the established Sunflower MobileTrak capabilities to maintain continuity of ongoing inventory and property management activities.

This acquisition is being conducted under Federal Acquisition Regulation (FAR) FAR Part 12 – Acquisition of Commercial Products and Commercial Services and FAR Part 6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements. For purchases not exceeding the Simplified Acquisition Threshold, contracting officers may solicit from a single source when the Contracting Officer determines that only one source is reasonably available.
Submission of Capability Statements
Interested parties capable of providing the same or similar products or services must submit a capability statement electronically. Responses will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract, based upon responses to this notice, is solely within the discretion of the Government.
Capability statements must demonstrate the ability to provide Sunflower MobileTrak software and server support or an equivalent solution capable of meeting the Government’s requirements while maintaining compatibility and continuity with CDC’s existing PMIS environment, barcode scanners, and established property management operations.
Capability statements must also demonstrate the ability to provide equivalent functionality for inventory validation, property accountability, asset tracking, barcode scanner integration, and forecasting of critical assets without disruption to ongoing CDC inventory and property management activities.
