AI Contract Overview
The Naval Air Systems Command plans to issue a sole-source modification to The Boeing Company under contract N00019-18-C-1012 to procure tools and training essential for achieving Cross Domain Solution Raise-The-Bar version 5.1 certification for the MQ-25A program. Boeing is identified as the exclusive provider due to its role as the sole designer, developer, and manufacturer of the MQ-25A, possessing unmatched technical expertise, specialized infrastructure, and intimate knowledge of the system’s interrelated components necessary to meet certification requirements. The action is justified under 10 U.S.C. 2304(c)(1) and FAR Subpart 6.302-1, asserting that no other entity can fulfill the agency’s needs given the unique and proprietary nature of the platform. This action is not a competitive solicitation, but interested parties may submit information before the response deadline of June 6, 2026, to aid the government in determining whether competition is feasible. All submissions must be made in writing via email or U.S. mail to Jared Mason or Jennifer Alvey; no phone inquiries will be accepted. The primary point of contact for the solicitation is Kristine Kessler, with Jennifer Alvey as a secondary contact. Subcontracting opportunities are to be pursued directly through Boeing via Brad Westerfeld. The work is expected to be performed in St. Louis, Missouri, under the NAICS code 336411, and the solicitation is managed by the Department of Defense’s Naval Air Systems Command based in Patuxent River, Maryland.

Full Description
The Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to award a modification under N00019-18-C-1012 to The Boeing Company (Boeing) for the negotiation and award of the procurement for tools and training in support of the Cross Domain Solution (CDS) Raise-The-Bar (RTB) version 5.1 certification requirements for the MQ-25A Program.
For this proposed action, the Government intends to solicit and negotiate with only one source under the authority of 10.U.S.C. 2304 (c)(1) and Federal Acquisition Regulation (FAR) Subpart 6.302-1, "Only one responsible source and no other type of supplies or services will satisfy agency requirements." Boeing is the sole designer, developer and manufacturer of the MQ-25A unmanned aircraft and therefore, Boeing is the only contractor with the experienced staff, necessary plants, equipment, suppliers, and technical understanding of what is required for the procurement. Boeing is the only source with the unique capability to address the interrelated impacts of each order on each other and on the developmental efforts of the MQ-25 program.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract effort based upon responses to this notice is solely within the discretion of the Government. No phone inquiries will be entertained. Responses shall be made in writing by e-mail or U.S. mail to the attention of Jared Mason or Jennifer Alvey using the contact information provided in this synopsis.
