AI Contract Overview
The Naval Air Systems Command (NAVAIR) plans to modify contract N00019-18-C-1012 with The Boeing Company to procure tools and training that support the Cross Domain Solution (CDS) Raise-The-Bar (RTB) version 5.1 certification requirements for the MQ-25A unmanned aircraft program. Boeing is the sole source for this work as the only responsible company with the specialized expertise, facilities, and resources necessary to fulfill the requirements efficiently. The unique interrelated nature of the MQ-25 program development necessitates Boeing’s involvement due to its technical knowledge and ability to manage the impact of each procurement element on the overall program. This action will be conducted as a sole-source negotiation under specific federal acquisition regulations, without a request for competitive proposals. Although other parties may express interest and capability by responding in writing, the government retains sole discretion to determine whether to open the procurement for competition. Responses must be submitted by June 6, 2026, and must be made in writing via email or postal mail. Interested subcontractors are encouraged to reach out directly to Boeing for potential opportunities. The contract will be performed primarily in St. Louis, Missouri, under the oversight of NAVAIR headquartered in Patuxent River, Maryland.

Full Description
The Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to award a modification under N00019-18-C-1012 to The Boeing Company (Boeing) for the negotiation and award of the procurement for tools and training in support of the Cross Domain Solution (CDS) Raise-The-Bar (RTB) version 5.1 certification requirements for the MQ-25A Program.
For this proposed action, the Government intends to solicit and negotiate with only one source under the authority of 10.U.S.C. 2304 (c)(1) and Federal Acquisition Regulation (FAR) Subpart 6.302-1, "Only one responsible source and no other type of supplies or services will satisfy agency requirements." Boeing is the only source with the unique capability to address the interrelated impacts of each order on each other and on the developmental efforts of the MQ-25 program.
