AI Contract Overview
The Department of Defense is seeking a small business contractor to provide a NFPA 1901 and 1989 compliant breathing air compressor system for fire department emergency responders at Dover Air Force Base, Delaware. The required system must be an all-in-one unit featuring a 6,000 PSI storage capacity powered by a 15-25 horsepower motor, equipped with three SCBA fill stations capable of accommodating cylinders up to 31 inches in length, a 100-foot high-pressure hose reel housed in a cabinet, and a sound-attenuating enclosure with slam-action latches. Additional specifications include an automatic condensate drain system with a noncorrosive reservoir, integrated float sensor, automatic "Full" indication that triggers compressor shutdown, as well as safety alarms and an emergency stop button for operational safety. The contract specifically mandates the use of the Bauer brand compressor to ensure compatibility with an existing system currently maintained under a separate service contract. Using a different brand would lead to incompatibility issues, void the existing service contract, increase costs, risk loss of warranty coverage, and potentially result in non-compliance with NFPA standards. The solicitation is a total small business set-aside under NAICS code 811310, with proposals due by June 19, 2026. The contract will be managed by the 436th Contracting Squadron at Dover AFB, with primary contacts available for queries related to the procurement.

Full Description
The Government requires a breathing air compressor system for use by fire department emergency responders. The system must be NFPA 1901 and 1989 (current edition) compliant and include: an all-in-one unit with 6,000 PSI storage capacity and 15-25 horsepower; three SCBA fill stations accommodating cylinders up to 31" overall length; a 100-foot high-pressure cabinetenclosed hose reel; a sound-attenuating enclosure with slam-action latches; an automatic condensate drain system with a noncorrosive reservoir, integrated float sensor, and automatic "Full" indication with compressor shutdown; and safety alarms with an emergency stop button. Due to an existing breathing air system currently under service contract FA449725C0008, the Bauer brand is required due to unit integration. Procuring a different brand would be incompatible with the existing service infrastructure, would void the current service contract, and could compromise the safety and operational continuity of life-safety equipment used by emergency responders. Substitution of a different brand would result in increased costs, loss of warranty coverage, and potential non-compliance with NFPA standards as configured.
