The Naval Information Warfare Systems Command (NAVWAR) is soliciting proposals under RFP N0003926RE014 for the Egyptian Navy Autonomous Intelligence Systems (AINTS) Platform Integration. This Foreign Military Sales effort supports the PEO C4I International Integration Program Office (PMW 740) and involves the design, engineering, procurement, integration, testing, installation, and training for AINTS capabilities. The scope of work includes the delivery of specialized hardware such as Electronic Support Measures (ESM) and Communications Intelligence (COMINT) equipment, Unmanned Surface Vehicles (USVs), and spare parts, alongside technical assistance and Field Service Representative (FSR) support. The contract is estimated for award between June 2027 and June 2030 with a three-year period of performance. The acquisition utilizes a hybrid pricing structure consisting of Cost Plus Fixed Fee (CPFF) for labor, Cost-Reimbursement for travel and other direct costs, and Firm-Fixed-Price (FFP) for materials and equipment. Award will be based on best value, with non-cost factors weighted as significantly more important than cost. Proposals must be submitted in three volumes via the Procurement Integrated Enterprise Environment (PIEE) portal. Due to the inclusion of Controlled Unclassified Information (CUI) and Top Secret requirements, interested parties must submit a signed Non-Disclosure Agreement to access the full Statement of Work. Large business offerors are further required to provide a Small Business Subcontracting Plan ensuring at least 10 percent of subcontracted awards go to small business concerns.

Solicitation N0038326QNB29, issued by NAVSUP Weapon Systems Support Philadelphia, is a total small business set-aside for the teardown, evaluation, repair, and modification of LC Processors (NSN 7B22-01-522-2097). The scope includes an initial induction of 17 units with option pricing requested for up to 25 units over a three-year period, with a possible three-year extension. The government will make a single award based on the most advantageous offer, prioritizing past performance over price. Award evaluation includes SPRS risk assessments for item, price, and supplier risk. Contractual terms include a one-year warranty after delivery, FOB Destination shipping, and a 90-day delivery window. Specific provisions are in place for Beyond Economical Repair and Missing on Induction determinations, both requiring DCMA concurrence. All work must be performed at the identified facility, and any changes to repair manuals or sources require approval from the Procuring Contracting Officer. The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to increase the contract ceiling authorized for the Indefinite Delivery Indefinite Quantity (IDIQ) contract N65540-14-D-0002, awarded to Northrop Grumman Maritime Systems (NGMS). Contract N65540-14-D-0002 provides design agent engineering and technical services for the overall management, development, testing, troubleshooting, repair, configuration, maintenance and fleet sustainment of fielded steering control and navigation control systems, including Ship Control System (SCS), Waterjet Control System, Voyage Management System (VMS), Voyage Data Recorder (VDR) Machinery Control System (MCS), and Engineering Control System (ECS). This procurement action is being conducted in accordance with FAR Part 15. Furthermore, this procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. This modification is being issued to avoid a break in service while the follow-on acquisition is in process, which will also be negotiated with only one source under the authority of FAR 6.302. It is critical that the work continues until the competitive follow-on contract is awarded. This is not a request for quote from any other contractors. The sole source follow-on acquisition will be solicited under a separate Request For Proposal (RFP) with a number to be determined at a later date. The RFP will be made available electronically upon its release to the Federal Business Opportunities portal. To acquire the required services for the remaining ordering period, the Navy intends to solicit for a Cost Plus Fixed Fee (CPFF) modification to increase the ceiling on the existing contract, N65540-14-D-0002, to provide continuous contractual coverage through the ordering period ending 04/30/20. The Terms and Conditions of the current contract applies to this sole source modification. The applicable North American Industrial Classification System (NAICS) code for this requirement is 34511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing and the size standard is 1250. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for information submitted in response to this notice. Oral communications are not acceptable in response to this notice.
