Cell Tower Management Services

The City of Winter Park, Florida, is seeking a qualified firm under solicitation ITN26-25 to provide comprehensive management services for its wireless communications infrastructure, which consists of three cell towers and one monopole. The primary objective of this engagement is to maximize revenue generation from telecommunications assets through strategic lease administration, market benchmarking, and the expansion of wireless licensing opportunities. The selected respondent will be responsible for conducting portfolio assessments, managing lease renewals and tenant compliance, implementing marketing strategies to attract new carriers, and providing monthly and quarterly revenue reports. The contract will have an initial term of 36 months, with two optional 12-month extensions, not to exceed a total of 60 months. Award selection is based on the most advantageous proposal considering quality of service, qualifications, and capabilities. Required submission documents include an Affidavit of No Coercion, an Affidavit of Compliance with Florida Statutes, and Sunbiz entity documentation. Payment is preferred via the Visa platform and is governed by the Local Government Prompt Payment Act. The contractor must adhere to strict federal and state regulations, including Title VI of the Civil Rights Act, Occupational Safety and Health standards, and the Davis-Bacon Act.
