CEMEX Transfer Lot Park Development Study

The City of Everett is soliciting Statements of Qualifications from experienced Architects and Engineers for the CEMEX Transfer Lot Park Development Study (RFQQ No. 2026-053). The project aims to transform Transfer Lots 45B, 45C, and 45D of the CEMEX Glenwood Pit into a regional park that complements the adjacent Phil Johnson Ballfields, in alignment with the City’s 2022 Parks, Recreation and Open Space Plan. The scope of work involves a comprehensive site investigation, including a survey and a whole-site geotechnical and feasibility study, followed by a conceptual design and preliminary cost estimates for Phase One development. Evaluation criteria focus heavily on the firm's qualifications and experience, specifically regarding the design of public facilities at reclaimed or post-industrial sites, the expertise of the proposed Project Manager, and the firm's overall approach and capability to meet the project schedule. While the specific contract value is not disclosed, the selected consultant will negotiate the scope and a maximum contract amount under the City of Everett’s standard Professional Services Agreement.
