Central Business District Wayfinding

The City of Richland, Washington is seeking a qualified consultant to develop a Comprehensive Wayfinding Master Plan for its Central Business District (CBD), with provisions for citywide implementation. The project requires evaluation of existing conditions, development of conceptual design elements including signage graphics, renderings, and diagrams, and creation of a phased implementation strategy with geospatial sign locations, cost estimates, prioritization, and five-year expansion guidance. The final deliverable must align with MUTCD, ADA, and FHWA standards, and be presented in adoption-ready form for City Council review. The contract is estimated to be valued between $80,000 and $95,000, funded through the Lodging Tax Program, with performance required to be completed no later than December 31, 2026. Evaluation of proposals will be based on a trade-off process weighing Similar Projects/References (40 points), Firm Experience (30 points), Cost (30 points), Detailed Schedule (20 points), Project Approach (20 points), and Organization and Completeness (10 points), with an additional 50 points allocated for an interview or presentation component. The consultant must provide proof of $1,000,000 in general liability insurance with an A.M. Best rating of A:VII or higher, maintain compliance with Title VI, ADA, and state anti-discrimination laws, and certify absence of debarment, conflicts of interest, and kickbacks. No subcontracting or assignment is permitted without the City’s prior written consent. All invoices must reference the contract number, payment is due net 30 days via City warrant, check, or EFT, and the City reserves the right to audit records and terminate the contract if funding is not secured.
