Central File Room (CFR) Operations and Records Management Support

The Texas Commission on Environmental Quality (TCEQ) is seeking a qualified contractor to manage and operate its Central File Room (CFR) and provide comprehensive records management support under a contract with an initial two-year term and three optional one-year renewal periods, exercisable by amendment. The scope of work includes document-level indexing, scanning of 4.81 million pages annually, maintenance and potential development of a Microsoft Access database, and handling both permanent and temporary records. The contractor is responsible for day-to-day CFR operations during state business days, ensuring all services are performed in a professional and workmanlike manner consistent with industry standards, including quality control steps between scanning and uploading to the Enterprise Content Management system. TCEQ provides certain equipment supplies such as toner for copiers and maintenance for desktop scanners, while the contractor must supply standard copy paper, office consumables, file folders, and storage boxes. All responses must include a subcontracting plan compliant with Government Code §2161.252(b), and failure to submit one results in automatic rejection. The contractor must also submit a Progress Assessment Report (PAR) with every invoice using the template available on the Comptroller’s website, and prime contractors are required to report HUB subcontracting activities within the plan. Proposal submissions must be made via TCEQ’s FTPS server as a single signed, searchable, unlocked PDF, with mandatory inclusion of the signature page and adherence to the specified format starting on page 150 of the solicitation. Evaluation will be based on technical factors including company overview, resources, past performance, client references, organizational structure, key and non-key personnel, staffing plan, and price, although exact weightings are not specified. The contractor’s total liability is capped at the amount paid by TCEQ in the prior twelve months for the applicable service, except for claims that cannot legally be limited. All warranties are explicitly limited to those stated in the contract, disclaiming all implied warranties. The contractor may hire incumbent personnel for key roles to ensure continuity, and any 1099 workers must be listed as subcontractors in the key personnel section. Cybersecurity training will be provided at no cost by TCEQ, and non-compliance with contractual or legal obligations may lead to debarment from state contracting. Offerors must provide their Texas Vendor ID or Federal EIN, certify VetHUB status if applicable, and have an authorized representative sign the affirmation of prime contractor.
