Solicitation # 36C24527Q0043
The Department of Veterans Affairs is seeking a contractor for the emergency procurement, delivery, and factory assembly of commercial-grade kitchen equipment for the Nutrition and Food Services Pot and Pan Washing Room at the Washington DC VA Medical Center. This firm-fixed-price acquisition is driven by critical infection control and physical environment deficiencies identified during a June 2026 Joint Commission survey. The required equipment includes a custom Aerowerks two-compartment sink system with a drainboard, a Salvajor food waste disposer, and a Hobart TurboWash II pot scrubber. All equipment must be NSF listed, commercial grade, and compliant with Joint Commission, CMS Conditions of Participation, and FDA Food Code standards. The contractor is responsible for freight, uncrating, and delivery to the facility within 60 calendar days of award. A qualified Aerowerks technician must perform the on-site assembly within 14 days of delivery to preserve the manufacturer warranty. Strict safety and cleanliness protocols are in effect, including the requirement for hot work permits for welding and the immediate removal of all packaging and metal debris to prevent food service contamination. Payment will be issued via a single electronic invoice on a Net 30 basis following the COR's written acceptance of the installed and inspected equipment.

The Hurst-Euless-Bedford Independent School District is soliciting sealed proposals for the complete upgrade of central kitchen equipment at the Pat May Center under CSP #26-11, with an all-or-nothing award structure requiring one Kitchen Equipment Contractor to deliver and install the full scope of work without exclusions. Proposals must be submitted electronically via the District’s e-Bidding system by 2:00 PM on May 20, 2026, and must include mandatory attachments such as a current W9, completed Form 1295, Conflict of Interest form, and compliance documentation for Senate Bills 12 and 571. A mandatory pre-bid walk-through was held on April 30, 2026, and attendance was strongly encouraged to ensure vendors understand the facility conditions; addenda have been issued to correct and clarify attendee lists and rules for submitting alternate equipment. Bids must be fully complete, firm, and priced to remain valid until August 31, 2026, with all equipment delivered, installed, and commissioned at the Pat May Center in Bedford, Texas, by that date. The District will evaluate responses using Texas Education Code §44.031(b), weighting price at 45%, vendor reputation and experience at 15%, quality of goods and services at 20%, fit for district needs at 15%, past relationship at 4%, and other factors including Texas-based business status as informational only. Evaluation is a trade-off analysis, not based on lowest price alone. The contract includes a non-appropriations clause allowing termination if funds are not secured, requires payment and performance bonds, indemnification by the contractor, and compliance with federal laws including OEE and the Contract Work Hours and Safety Standards Act. All equipment must be new, NSF and UL certified, and conform to technical specifications provided by Chrane Foodservice Solutions. The estimated bid range is $568,451.54 to $676,985, with no recurring costs or option pricing specified beyond the one-time installation. Vendor invoices must be itemized, include the CSP number and purchase order, and be submitted via mail or the e-Bidding system. The District retains the right of inspection and acceptance at the site, and may terminate for convenience or federal violations, with no penalty for non-appropriation of funds.
