Central Okanagan Curbside Waste Collection (2029-2039)

The Regional District of Central Okanagan (RDCO) is seeking proposals for the curbside collection of garbage and yard waste from approximately 65,536 single-family dwellings across five service zones, including the City of Kelowna, City of West Kelowna, District of Lake Country, District of Peachland, and portions of Central Okanagan Electoral Areas West and East. The contract spans a 10-year term from May 1, 2029, to April 30, 2039, with an anticipated execution date by April 30, 2027, to allow the successful provider two years for equipment procurement and preparation. The scope of work includes weekly garbage collection and bi-weekly organics/yard waste collection using automated vehicles compatible with 120L, 240L, and 360L carts. The contractor will also be responsible for the maintenance and replacement of standard-issue carts and may be required to expand yard waste collection to a 12-month cycle if a food waste program is implemented by 2030. Key contractual requirements include the provision of a CCA 221 Performance Bond or an approved equivalent valued at 5% of the total estimated 10-year service cost. The agreement includes specific provisions for Canada/US import tariffs on waste collection vehicles, where the RDCO will compensate the contractor for tariff increases or be compensated by the contractor for tariff reductions occurring after October 29, 2026. The RFP process is non-binding, and respondents must provide detailed pricing via Appendix A and equipment specifications via Appendix D. Services are governed by local Solid Waste Management Bylaws and include specific communal collection points as detailed in the provided exhibits. Recyclables collection is excluded from this scope as it is managed separately by RecycleBC.
