Ceramic Tiles And Related Supplies

The Housing Authority of the City of Los Angeles (HACLA) is soliciting sealed bids for solicitation HA-2026-38 to secure a vendor for the supply and delivery of replacement ceramic tiles and related supplies for kitchens and bathrooms across various public housing units in Los Angeles. This is an as-needed contract where the vendor must provide separate quotes for each order and deliver new, defect-free products only upon receipt of a purchase order. Because HACLA facilities lack loading docks, the vendor is responsible for offloading all materials to the ground at multiple specified sites, including Avalon Gardens, Estrada Courts, Gonzaque Village, and Imperial Courts. All pricing must be FOB Destination, and the contractor bears all transportation costs and risks until the goods reach the designated sites. The contract is funded by the U.S. Department of Housing and Urban Development (HUD) and mandates strict compliance with HUD Section 3 requirements, including specific hiring benchmarks for low-income residents and subcontracting goals for Section 3 businesses. Bidders must be registered on the Regional Alliance Marketplace for Procurement (RAMP) and the Oracle iSupplier portal. Award will be based on the Lowest Price Technically Acceptable (LPTA) model, granted to the lowest-priced responsive and responsible bidder.
