Certified CLASS Observers

ChildCareGroup (CCG) is soliciting proposals under RFQ 2026-10 for Certified CLASS Observers to conduct classroom assessments for Early Head Start, Head Start, and ISD Partnership Classrooms, as well as Texas Rising Star early learning programs. The scope of work involves evaluating teacher-child interactions across the domains of Emotional Support, Classroom Organization, and Instructional Support for 27 classrooms across 14 campuses in multiple Texas counties, including Dallas, McLennan, and others. Assessments are to be conducted during the fall and spring semesters, with deliverables consisting of written reports containing CLASS scores and summary notes, and oral reports upon request. The resulting contract will have a base term of one year with four optional one-year renewals. Proposals are due electronically by July 23, 2026, and must include a service plan, resumes, professional certifications, three references, and an all-inclusive hourly rate. Award decisions will be based on a trade-off process evaluating price (30%), ability to provide services (25%), credentials (25%), and execution timeline (20%). Contractual terms include Net 30 payment terms, electronic invoicing to the accounts payable department, and standard provisions for indemnity and termination for convenience or default.
