CES - Repair Roof Bldg 37

The contract pertains to the complete replacement of the roof system on Building 37 at the 153d Airlift Wing base in Cheyenne, Wyoming, involving the removal of the existing single-ply membrane and installation of a Sprayed Polyurethane Foam (SPF) roof system covering approximately 9,332 square feet. The scope includes replacing all parapet caps and metal flashing to match existing conditions, repairing coping, drains, scuppers, and other appurtenances, and applying a layered roof system consisting of a vapor barrier, two layers of 1/2-inch cover board, a 2-inch Polyiso base layer, and the SPF topping. The work must adhere to specified material standards and include a critical path schedule or Gantt chart. All debris must be removed and disposed of in compliance with federal, state, and local regulations. The contractor is required to submit detailed material specifications for SPF components, flashing, and sealants, along with a Quality Control Plan and a Safety Plan at least seven working days before beginning onsite work. The project is subject to Davis Bacon Prevailing Wage requirements as it is fully federally funded. Proposers must demonstrate proven experience with WYMD roof installations using the specified SPF material and provide all required documentation, including the AF 3000 Material Submittal Form, AF 3052 Construction Cost Estimate, AF 3064 Progress Schedule, SF 1413 Statement and Acknowledgment, and adherence to the Wyoming ANG Submittal Schedule and Transmittal forms. Access to the installation requires strict compliance with security protocols, including background checks, personal identity verification, and AT Level 1 training, with all personnel subject to random vehicle inspections. Contractors must coordinate all deliveries and site access with the Contracting Officer’s Representative and obtain prior written approval for any work outside designated hours, which exclude Federal holidays and every other Friday known as “Phoenix Fridays.” The work is warranted for twenty years against material or workmanship failure, and the contractor must maintain all necessary licenses, bonding, and permits.
