The contract is for the annual inspection and testing of the Hi-Fog Water Mist Fire Suppression System aboard the CGC BISCAYNE BAY, located in St. Ignace, Michigan, with performance scheduled from May 25 to May 28, 2026. Only a HI-FOG certified technician is authorized to perform the work, which includes setting up the system for testing, conducting a full functional inspection, verifying all connections and components, and returning the system to normal operation. Minor adjustments and tuning are permitted if they do not involve new parts or additional labor; any discrepancies requiring such changes must be documented in a Final Service Report and cannot be addressed without explicit approval from the Government Contracting Officer. The contractor must adhere strictly to MPC R-A-13380 as the primary technical guidance, with supplemental reference to MPCs R-M-13373 and R-C-14526. The solicitation is a Total Small Business Set-Aside under NAICS code 336611, with proposals due by May 15, 2026, and submission directed to the vessel’s physical location in St. Ignace. Although no pricing details, contract type, or formal evaluation criteria are included, the nature of the work and restrictions on cost overruns suggest a Lowest Price Technically Acceptable approach. Technical oversight is managed by Shane Witko, CWO-2 USCG, while the Contracting Officer, based in Alameda, California, holds sole authority for cost authorization. No formal attachments, packaging requirements, or specific submission formats are provided, leaving offerors to rely on the Statement of Work and referenced MPCs for compliance guidance.
