AI Contract Overview
The solicitation for the USS BLUE RIDGE (LCC-19) Docking-Selected Restricted Availability (DSRA) was issued under N6264926RA043 and ultimately canceled by Amendment 0003 on 11 May 2026, following prior amendments that incorporated clauses, updated requirements, and extended the proposal deadline to 22 April 2026. The work encompassed comprehensive ship repair, maintenance, and overhaul tasks aboard the vessel at Commander, Fleet Activities Yokosuka, with a planned performance period from 21 July 2026 to 14 September 2026. Offerors were required to submit proposals exclusively through the DoD SAFE portal after requesting access via designated Navy contacts, and all technical documentation—including drawings and Task Group Instructions—was accessible only through this secure system. Proposals had to comply with specific clauses under the FAR and DFARS, including disclosure of hazardous materials, anticipated sea transportation, and offer validity periods, and had to acknowledge all amendments. The solicitation mandated adherence to stringent military standards for packaging, preservation, and marking, including MIL-DTL-2845, MIL-STD-130, and MIL-STD-129, with unique item identification and Data Matrix barcoding required for all furnished items. Evaluation followed a Lowest Price Technically Acceptable (LPTA) process, with price as the dominant factor and technical acceptability as a pass/fail threshold. Offerors were required to provide a UEI and CAGE code, and to comply with security protocols including SF-86 background investigations, CUI handling rules, OSHA shipyard standards, and DBIDS registration for facility access. The contract type was Firm-Fixed Price, with payment processed through WAWF, and all proposals had to be submitted by 10:00 AM Japan Standard Time on 15 April 2026, with late submissions disqualified. Special requirements included extending commercial warranties to the Government at no additional cost, designating a Contractor’s Security Representative, and prohibiting unauthorized disclosure of Controlled Unclassified Information without prior written approval. The solicitation did not specify a contract value, as pricing was to be submitted by offerors in Attachment (II), and growth work was defined as 21% of the base CLIN value.
