CH-46E Engine Oil Tanks

The Naval Air Systems Command at Patuxent River, MD intends to negotiate and award a firm, fixed-price order to procure forty-eight (48) engine oil tanks, P/N A15P3518-2, for the CH-46 series helicopter, under an existing Basic Ordering Agreement (BOA), N00019-05-G-0012. The CH-46E engine oil tank assemblies, A15P3518-1, have been experiencing high failure rates due to handling damage and repeated repairs. The oil tank is constructed from welded aluminum, covered in a self-sealing material used to prevent the loss of engine oil, because of hostile fire. The new tanks will replace the existing A15P3518-1 engine oil tanks, which are beyond economical repair. The production lead-time will be nine (9) months, with a projected delivery rate of eight (8) engine oil tanks per month, with an estimated total period of performance of fifteen (15) months. The proposed order will be awarded on a sole source basis to The Boeing Company, Ridley Park, PA and will be made using Boeing proprietary drawings that define the tanks, the self-sealing covering, and all critical manufacturing processes. The authority permitting other than full and open competition is Title 10, U.S. Code, Section 2304(c) (1) as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Boeing Company is the sole designer, developer, and original equipment manufacturer (OEM) of the H-46 series helicopter and retains exclusive proprietary rights to all technical data. The Boeing Company is the only firm that possesses the knowledge, experience, technical expertise, and technical data required to perform these efforts. See Note 22.
