AI Contract Overview
The Naval Air Warfare Center Aircraft Division is soliciting proposals under Solicitation N68335-26-R-1031 for a Firm Fixed Price contract to procure Peculiar Support Equipment for the CH-53K aircraft, supporting both U.S. Navy operations and Foreign Military Sales to Israel under Case IS-P-SCN. This is a 100% Small Business Set-Aside under FAR Part 19, requiring all offerors to self-certify as small businesses and validate their status in the System for Award Management. The equipment includes maintenance stands, slings, fixtures, and carts that must be manufactured exactly to the Government’s Build-to-Print technical drawings, which are controlled and export-restricted. Access to these drawings requires a current and certified DD Form 2345, with data delivered exclusively via the DoD SAFE portal to the designated custodian listed on the form. Additionally, all offerors must have achieved CMMC Level 2 self-assessment certification to handle the Controlled Unclassified Information within the technical data package, and must comply with cyber requirements under DFARS 252.204-7021 and 252.204-7025. Proposals must be submitted in three volumes—Technical, Past Performance, and Price—each as a single .docx file following strict formatting rules, with optional supporting documentation allowed in a fourth volume. The evaluation will follow a Lowest Price Technically Acceptable (LPTA) methodology: proposals must first pass inspection as Acceptable in both Technical and Past Performance categories before pricing is considered; failure in either results in automatic elimination. The technical evaluation assesses compliance with the drawing package and statement of work holistically, while past performance is judged on recency, relevancy, and quality of prior performance. Pricing must be complete, reasonable, and balanced. Delivery must occur within 200 calendar days of award, with inspection and acceptance occurring at destination for domestic CLINs and at origin for FMS shipments. All items must be marked with a compliant UID using a 2D Data Matrix per MIL-STD-130N, packaged per commercial best practices with ISPM-15 compliant wood materials, and labeled with FMS-specific information including the case number, project code, and transportation priority. Invoices must be submitted electronically through WAWF, and all documentation—including material certifications, calibration records, proof load tests, and NDI reports—must be
