Chancery Chiller Preventive Maintenance Services

The U.S. Embassy Mbabane in Ezulwini, Eswatini, is seeking preventive maintenance services for multiple chiller systems under a firm fixed price contract with a base period of one year and up to four one-year option periods, not to exceed five years total. The contract requires full preventive maintenance of five distinct chiller types—Scroll Air Cooled Water Chiller, Packaged Central Station Air Cooled Chiller, Multi Stack Chiller, Air Stack Modular Chiller, and associated Technical Check Reports and Permits—with scheduled semi-annual service for each, totaling 20 service visits annually across all units. The Contractor must provide all labor, tools, equipment, materials, and expendable parts such as filters, belts, hoses, gaskets, oil, coolant, grease, sealants, thermostats, and fuses, ensuring all systems are clean and in optimal operating condition upon completion. All work must adhere strictly to manufacturers’ recommended maintenance procedures, with a detailed maintenance schedule submitted for Contracting Officer’s Representative (COR) approval prior to service commencement. The Contractor must maintain on-site inventories of common supplies and safety equipment, including safety shoes, and enforce mandatory use of protective gear. All service visits require a signed maintenance checklist and typewritten report delivered to the COR within five business days, alongside an invoice that distinctly lists Value Added Tax (VAT) and includes all elements prescribed by FAR 32.905(e). Invoices are submitted after each service and processed by the Designated Billing Office. The technical proposal must demonstrate full comprehension of chiller systems and compliance with all requirements outlined in Section 3 of the solicitation, with technical acceptability serving as a pass/fail gate prioritized significantly above price. Proposals must be submitted in two separate envelopes—Technical and Price—by the deadline of July 3, 2026, at 17:00 local time, and include proof of SAM registration and the Unique Entity Identifier (UEI), completed SF-1449 forms, and the name of a Project Manager proficient in English. Contractors must submit police clearances and biographic data for all personnel within 30 days of award, along with a Certificate of Insurance demonstrating absolute liability coverage for injuries, death, or property damage.
