Charter Bus Services

Ysleta Independent School District is seeking qualified charter bus companies to provide transportation services on an as-needed basis for school-related functions, including athletic events, UIL events, educational field trips, and extracurricular activities. This informal request for proposal, identified as 226012RFP, allows for multiple awards to be made on an incremental basis to vendors who meet the district's criteria. Proposals will be accepted through June 30, 2030, and evaluated based on a best-value determination. The scoring system heavily weights purchase price at 40 points, followed by vendor reputation and quality at 25 points, the extent to which services meet district needs and long-term cost at 25 points, other relevant factors at 7 points, and past performance with the district at 3 points. Vendors must comply with all Federal Motor Carrier Safety Regulations and USDOT standards, ensuring vehicles are equipped with working heating, air conditioning, and clean restrooms. Required submissions include a detailed equipment list, an emergency road service contingency plan, and evidence of driver qualifications such as physical exams and driving record checks. Strict insurance requirements are mandated, including comprehensive general liability and automobile liability of 1 million dollars per occurrence, and workers' compensation in accordance with Texas law. Additionally, vendors must provide a pre-employment or pre-service affidavit per the Texas Education Code and adhere to various legal certifications, including prohibitions on contracting with abortion providers and requirements regarding the boycott of energy companies. Pricing must be submitted as a not-to-exceed amount based on hourly, daily, or mileage rates.
