The contract is structured as a firm-fixed price, non-personal services BPA, with awards based on a trade-off evaluation that prioritizes the highest technical merit, provided the price is fair and reasonable and past performance is rated acceptable or neutral. The solicitation is a total small business set-aside under NAICS code 237310, with a size standard of $45 million in average annual receipts, and requires offerors to be registered in SAM.gov with a Unique Entity ID. Pricing details are not provided in the solicitation, with unit prices marked as unavailable, leaving final pricing to be determined by offerors, though gas price adjustments are triggered within a $3.00 to $5.00 per gallon range for certain line items. Invoicing must be submitted electronically through the US Treasury Invoice Processing Platform, and the contract is subject to option extensions with 30 to 60 days’ advance notice.
