Hillsborough County intends to recommend the award of a noncompetitive contract to Southeast Pump Specialist, Inc., for a five (5) year period to provide Chesterton seals, coatings, and associated services for the County’s regulated water, wastewater, and reclaim facilities located throughout the county at a total cost of $1,782,635.00. The required parts and services are used for existing equipment maintenance to prevent potential failures and the continuous operation of vital equipment. This procurement is being made in accordance with Section 3-208(2) of the County’s Procurement Policy, the particular items and services are required to maintain interchangeability and compatibility as a part of an existing integrated system, and the items and services are only reasonably available from one manufacturer, that manufacturer only sells exclusively through one (1) regional representative and is the only known provider, Southeast Pump Specialist, Inc. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly. Contractors who believe that they can provide goods and services that are substantially and materially the same as those identified in the attached Southeast Pump Specialist, Inc., proposal must submit clear and convincing information to support a challenge the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project and must be directed to the primary contact listed above using the “messages” section in Bonfire for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
