PROJECT INFORMATION: The A-E selected will be required to have sufficient staff, relevant knowledge and expertise, flexibility, and capability to provide a 100% design and construction documents for the CMAFS Generator Replacement and Repair Diesel Reservoir. A-E services may provide program of requirements development to include all required engineering studies for proper sizing and integration of the replacement units. Project Details: The following information represents the various project objectives as they are currently known. (a) Develop a design for replacing the six existing generators with an N+2 system capable of generating 12 Megawatts (MW) and Tier 2 emission compliant. (b) The design shall include a circulation system to prevent fuel stagnation within existing diesel fuel reservoir. As part of the design, the A-E shall evaluate the need for a water mitigation system to prevent ground water from seeping into the reservoir and the need for a diesel fuel polishing system. (c) The A-E shall evaluate the existing power plant major mechanical support systems and determine whether these systems can accommodate the operational requirements of the new generator sets. These systems include but are not limited to, material handling systems, lube oil heat exchanger, space cooling, industrial cooling, jacket water cooling, combustion air, exhaust cooling systems, fuel oil system, fire protection, industrial control system (ICS), electrical distribution, and diesel intake/exhaust. (d) The significant weight difference between the old generators and the new generators, including any changes in locations of the generators shall be evaluated for potential impacts on the spring and damper system supporting the Generator Bay. (e) The new generators will need remote and localize control systems. (f) The design shall require sequencing of the work such that one existing generator is removed followed by the installation, testing, and acceptance of one new generator, in order to maintain adequate electrical capacity from the generator system, at all time. Removal of existing generators and installation, testing, and acceptance of new generators shall continue, one at a time, until all new generators are installed, tested, and accepted. (g) The design shall address outdated fuel storage and provide a solution for the location(s) of the day tank(s) which meet(s) current building and fire codes while meeting operational requirements and maintaining reliability, sustainability, and survivability. (h) The new generators shall use industrial cooling systems and heat rejection systems. (i) The design shall address and provide for the combustion air and exhaust piping for the new generators. (j) The design shall address testing and commissioning of the new generators, generator control systems and all new ancillary systems and equipment. (k) The A-E shall perform a constructability analysis. The generator plant and diesel fuel reservoir must remain functional and ready for operation during the construction phase of this project. This will require the new and old systems being operational in parallel, including the control system(s). The design must determine the recommended means for maintaining the power plant operations and incorporate them into the construction requirements. In addition, the constructability analysis must conduct a structural and dynamic analysis of the generator building when adding equipment as well as the impact of additional weight (or reduced weight) on the springs and damper system. The analysis shall also include required designs for the hoists systems to remove the old generators and install the new generators. The analysis shall also evaluate and validate the existing power plant control systems have adequate capacity to control all new systems from this project. (l) Field investigations required to understand, interpret, and analyze existing systems and their condition, serviceability, and adequacy, especially as it pertains to capacity needs and integration with new design. (m) For every phase of the design the A-E shall provide up to date construction estimates for the project. (n) The existing fire sprinkler system that is in the present generator areas shall be evaluated for code compliance. In addition, the fire sprinkler systems shall be removed and replaced as necessary to remove and install the new generators. The revised sprinkler system shall be updated as necessary to handle the size and generation capacity of the new generators. (o) A fire and life safety analysis shall be conducted for the generators, diesel fuel tanks, and generator enclosures. The generator enclosure, diesel fuel tanks shall be made code compliant with current editions of National Fire Protection Association (NFPA) 101, and Unified Facilities Criteria (UFC). (p) The diesel fuel tanks shall be evaluated and any leaks into the potable water system shall be fixed. Estimated Construction Cost (ECC): The current ECC is approximately $63,400,000.00. Ref. DFARS 236.204 Disclosure of Magnitude. Anticipated Construction Strategy: It is expected the Government will issue a Design-Bid-Build stand-alone construction contract after successful completion of the design. Construction cost estimating will be accomplished for all design projects using the Micro-Computer Aided Cost Estimating System 2nd Generation (MII) software. All specifications shall be developed and edited using the SpecsIntact automated specification processing system. Firms should demonstrate experience with using and writing project specifications in the SpecsIntact processing system. The A-E shall use advanced modeling practices in conjunction with an integrated design approach to complete the project design. Advanced modeling is a subset of geospatial technologies as defined EM-1110-1-2909 GEOSPATIAL DATA AND SYSTEMS to include Building Information Modeling (BIM), Civil Information Modeling (CIM), Geographic Information Systems (GIS), and Computer-Aided Drafting (CAD). Required technologies, design deliverable, and bid set (electronic and hardcopy) format and requirements will be further described in the request for proposal (RFP). The A-E shall document their advanced modeling approach in an Advanced Modeling Project Execution Plan (PxP), submitted to the government for approval. Each PxP shall document advanced modeling practices, roles, and responsibilities for each project, as well as reiterate the technologies, formats, modeling standards, quality control procedures, and deliverable requirements dictated by each task order. The A-E shall have a robust knowledge of advanced modeling strategies, standards, and practices and shall be capable of delivering designs using a variety of tools and technologies to meet each set of task order deliverable requirements.
