Child Care Training Curriculum and Exam Services

The Florida Department of Children and Families, Office of Licensing, is soliciting proposals under RFP 2627 014 for the development, maintenance, and enhancement of Child Care Training Curriculum modules and corresponding Competency Exams. The project aims to provide child care providers with the necessary knowledge and skills to maintain safe, healthy, and nurturing environments in accordance with Florida Statutes and the spirit of the Child Care and Development Block Grant. Eligible respondents must be State Universities or Florida College System institutions. The anticipated contract begins January 1, 2027, with a two-year duration and a total value not to exceed 1,995,576.00 dollars. The selected provider will be responsible for creating online and instructor-led training modules and exams, ensuring seamless API communication between the Child Care Training Application and delivery systems, and maintaining system functionality at a minimum operational level of 97 percent. All databases and web applications must be hosted on Department servers, though the learning management system may reside on secure provider infrastructure. Evaluation of proposals will be based on project approach, service capability, core team qualifications, executive overview, and prior similar projects, alongside financial scoring. Key personnel must possess at least three years of experience in curriculum and exam development.
