The intent of this notice is to provide the pre-solicitation notice required by Revolutionary FAR Overhaul (RFO) 5.101, Presolicitation Notice in preparation for release of the Request for Proposal (RFP) on a later date.


9. Description: The RFP for this project is expected to be issued on or about middle of September 2026. The Proposal due date is planned on or about, end of October 2026. The North American Industry Code Standard (NAICS) is NAICS 236220 – Commercial and Institutional Building Construction, and the size standard is $45.0M.  The planned procurement method is contracting by Best Value Trade Off (BVTO).  The resulting contract is planned to be a firm-fixed price (FFP) contract for the work described in the Statement of Work which will be provided with the solicitation.


The US ARMY CORPS OF ENGINEERS is seeking proposals for a new CDC facility which will accommodate 228 children aged from infant to five-years old, 80 staff members and visitors. The design closely follows prototype facility design as established by the USAF and documented in their facilities criteria FC 4-740-14F as the basis of design. The design includes nine Infant/Pre-Toddler Activity Rooms, six Toddler Activity Rooms, and three Pre-School Activity Rooms. A commercial kitchen is included with pre-determined kitchen layout and equipment per the prototype design. Laundry areas, administration core, and support spaces are included. The new facility also includes a tornado storm shelter satisfying the requirement of ICC 550 and FEMA Criteria. The selected offeror shall construct the project in accordance with the plans and specifications.

12. Additional Details: THIS SOLICITATION WILL BE OFFERED IN ELECTRONIC FORMAT ONLY. NO HARD COPIES WILL BE PROVIDED. Offerors can view and/or download the RFP and attachments at Procurement Integrated Enterprise Environment (PIEE) Solicitation Module (https://piee.eb.mil) when the RFP is posted. This will be the only method of amendment distribution; therefore, it is the OFFERORS’ RESPONSIBILITY TO CHECK THE WEBSITE PERIODICALLY FOR ANY AMENDMENTS TO THE SOLICITATION. Prospective Offerors MUST register themselves on the website.
