Children and Family Services - Request for Proposal - Effective Intercultural Practice Training: Instructional Design

The Ministry of Children and Family Services is inviting qualified proponents to submit proposals for the instructional design of a redesigned Effective Intercultural Practice (EIP) Training Program, aiming to transform the current two-day curriculum into a concise, evidence-based one-day program adaptable for both in-person and virtual delivery. The selected contractor will partner closely with Ministry staff and independently procured multicultural subject matter experts to ensure the revised curriculum aligns with current policy frameworks, adult learning principles, and the real-world challenges faced by professionals working with immigrant and refugee children, youth, and families in Alberta. The scope of work includes comprehensive curriculum redevelopment, creation and facilitation of a Train-the-Trainer initiative, validation of the program through pilot delivery, and active support in planning for provincial implementation. The contractor will also be responsible for completing a summative evaluation to assess the effectiveness of the redesigned program and provide actionable insights for future iterations and scaling. All deliverables must reflect the most current best practices in intercultural competence and be informed by direct input from diverse communities. Proposals are due by August 31, 2026, and all submissions must be submitted through the Alberta Purchasing Connection portal.
