Confined Space Rescue Training

The contract seeks a small business to provide confined space and rope rescue training services to the Naval Station Newport Fire Department under a firm-fixed-price purchase order, with a period of performance extending from the date of award through September 30, 2026. The requirement is a total small business set-aside under NAICS code 611430 with a $15 million size standard, and it is a new procurement with no incumbent. The contractor must deliver 32 hours of rope rescue training and 48 hours of confined space search and rescue training, both aligned with NFPA 1006 and NFPA 2500 current editions, at the technician level. Training must be conducted for up to sixteen students per class at the Newport, Rhode Island location, with the government providing the classroom and practical exercise space while the contractor furnishes all instructors, digital training materials, and equipment. The contractor is responsible for arranging ProBoard certification for confined space rescue through a third-party accredited agency; the training provider itself does not need to be ProBoard accredited. Re-testing is not included in the firm-fixed price, and the rope and confined space courses may be delivered consecutively. Instructors must possess documented technician-level certifications and operational experience in fields such as fire and EMS, HazMat/WMD, rope access, law enforcement, and bomb technician functions, with collective team qualifications acceptable if each instructor covers the areas they teach. The solicitation requires active SAM registration, a valid UEI and CAGE code, and submission of instructor resumes and certifications. Pricing, past performance, and instructor qualifications serve as pass/fail gates under a lowest price, technically acceptable evaluation approach. The government has confirmed no controlled unclassified information will be involved, eliminating the need for NIST SP 800-171 compliance or security clearances, and the DD254 reference has been removed from the statement of work.
