Children and Youth Clinic Services

Tulare County is soliciting proposals under RFP 26-010 for Children and Youth Clinic Services to provide specialized outpatient mental health care for individuals under 21 with mental health and co-occurring disorders. The scope of work includes diagnostic evaluations, psychiatric interventions, crisis intervention, and various therapy options delivered in homes, schools, clinics, and community settings. The contract period is scheduled from July 1, 2026, to June 30, 2027. The award will be determined on a best value basis, with equal 20 percent weighting assigned to five evaluation factors: qualifications and experience of the firm, qualifications of personnel, related experience with public agencies in California, completeness of the response, and cost reasonableness. Bidders must provide certifications regarding debarment and meet comprehensive insurance requirements, including professional liability and general liability coverage.
