Children's Short Breaks Closed Framework

Bedford Borough Council is establishing a Closed Framework Agreement to provide Children's Short Breaks Services for children and young people with special educational needs and disabilities (SEND) residing in Bedford Borough. The framework is divided into eight lots, with Lots 1 through 5 focusing on community-based short breaks including complex care, autism, EHCP/special school, general SEND, and a gaming youth club. Lots 6 through 8 cover holiday activity short breaks for learning disabilities, complex physical and health needs, and autism. The estimated total contract value is 1,316,616 GBP including VAT. The period of performance for community lots is from April 1, 2027, to March 31, 2030, with a possible extension to April 1, 2032. Holiday activity lots run from April 1, 2027, to March 31, 2029, with a possible extension to April 1, 2031. Suppliers may bid for and be awarded a maximum of four lots. Evaluation is based on a preliminary pass/fail assessment of mandatory requirements, including safeguarding, insurance, and technical and financial capacity, followed by a weighted scoring process consisting of 95% for quality and 5% for social value. Tenders must be submitted in English via the In-Tend Procurement Portal by November 30, 2026, at 1:00pm.
