Chp Placerville Area Office – Landscape Maintenance Services

The contract requires a contractor to provide comprehensive landscape maintenance services at the California Highway Patrol (CHP) Placerville Area Office, located at 3031 Lo Hi Way, Placerville, CA 95667. Services include the maintenance of lawns, shrubs, trees, flowers, and ground covers through mowing, edging, dethatching, aeration, fertilization, pruning, irrigation system management, bed cultivation, and general site cleanup, including litter removal and sweeping of paved areas. All debris generated must be properly removed and disposed of off-site. The contractor is responsible for supplying all labor, tools, equipment, materials, and supplies necessary to perform these tasks in a first-class, workmanlike manner in accordance with the Uniform Building Code, Uniform Plumbing Code, National Electric Code, California Electric Safety Orders, and California Division of Industrial Safety regulations. The contract term runs from February 1, 2027, through January 31, 2029, with a one-year option for extension at the State's discretion. Performance is subject to inspection and final acceptance by the CHP Project Representative, and any nonconforming work must be corrected at the contractor’s expense. The contract is a Firm-Fixed Price arrangement, awarded on a Lowest Price Technically Acceptable (LPTA) basis, with award going to the lowest responsive and responsible bidder after applying authorized socioeconomic cost adjustments. Preference adjustments include up to 5% reductions for small/micro businesses, NVSA participation, and non-small business subcontractors, and 1% to 5% for Disabled Veteran Business Enterprises (DVBE) with a cap of $100,000 or 5% of bid price, whichever is less. Bidders must submit a comprehensive package containing ten mandatory attachments, including certifications for the Darfur Contracting Act, DVBE compliance, contractor registration with the California Department of Industrial Relations, Payee Data Records (STD 204 and STD 205), Conflict of Interest Statements, and references. All personnel must undergo background checks via CCHIS and FBI systems, and names must be submitted in advance for site access approval. The contractor must comply with prevailing wage laws, maintain workers’ compensation insurance, limit work hours to eight per day and forty per week, and avoid on-site storage of hazardous materials under SB 1383 and other environmental regulations.
