Chula Vista Challenge Triathlon

The San Diego Unified Port District is sponsoring the annual Chula Vista Challenge Triathlon, a two-day fall event held in Chula Vista, California, centered at Bayside Park with swim, bike, and run courses extending along San Diego Bay and the surrounding bayfront. The event includes Triathlons, Duathlons, Aquabikes, and age-appropriate Kids Races, with all activities scheduled to begin in the morning and conclude by 10:30 a.m., at which time road closures are lifted. Event staging, transition areas, vendor booths, and celebrations are located at Bayside Park, while participants park at Bayfront Park and are transported via shuttle to the start line; access to the boat launching ramp remains uninterrupted throughout the event, which is expected to draw approximately 650 attendees annually. The Port District provides logistical and operational support, including route management, public safety coordination, and facility access, in alignment with a CEQA categorical exemption under Sections 15304 and 15323, which classify the event as a minor, temporary alteration to land and a normal operation of a public gathering facility with no significant environmental impact. A Notice of Exemption was filed with San Diego County, supported by a CDFW No Effect Determination and payment of a $50 administrative fee, alongside a $100 processing fee paid through VitalChek by KOZ Events, the event organizer. No formal federal contract structure, procurement clauses, pricing, or acquisition documentation is present; the arrangement functions as a service sponsorship rather than a procurement contract, with no defined contract value, line items, or federal funding mechanisms.
