The requirement is set aside exclusively for Total Small Business Competition under FAR 19.5, and only offers from certified small businesses are eligible. The technical data package, referenced as Listing 13074673 (Revision 28-May-2025), must be obtained electronically via SAM.gov and contains all engineering drawings and specifications governing the manufacture, inspection, packaging, and delivery of the assemblies. The closing date for proposals was extended to May 8, 2026, via Amendment 0002, following an earlier extension to March 27, 2026 through Amendment 0001, which also updated the TDP access link and requested confirmation of prior submissions. All proposals must be submitted by email with a specific subject line format and include full compliance with FAR and DFARS clauses, including representations on small business status, unique entity identifiers, and supply chain security restrictions. The contract requires delivery FOB Destination to the DLA Distribution Red River facility in Texarkana, TX, within 30 days of award, with acceptance occurring at origin except for First Article Test Reports, which are accepted at destination. Performance is governed by MIL-STD-2073-1 for packaging and preservation, MIL-STD-129 for marking and barcoding, and ASTM D4169 Distribution Cycle 18 testing with Government witness. All units must be ESD protected and meet stringent wood packaging standards compliant with IPPC and ALSC certification. A reverse auction may be conducted after proposal submission, requiring participants to be registered and trained via the DLA ProcureX platform. Pricing is not disclosed in the solicitation; offerors must submit complete cost data in Excel format, and evaluation will be based on best value, considering price along with delivery capability, contractor responsibility, and compliance with technical and quality requirements. Invoicing must be performed via WAWF, and payment is subject to prompt payment terms, including accelerated payments to small business subcontractors.
