City of Calexico Housing Element Update

The City of Calexico is implementing its 6th Cycle (2021–2029) Housing Element Update to meet Regional Housing Needs Allocation (RHNA) requirements and facilitate residential development through 2050. This comprehensive project involves updating the city's housing strategy through General Plan map and text amendments, Zoning Ordinance updates, and Municipal Code changes. Key actions include the rezoning and up-zoning of identified sites to establish ministerial by-right processing, increasing residential densities, and implementing programs for affordable housing, accessory dwelling units, and supportive housing. A specific land-use change is also included to rezone the Bowker site from Residential Condominium to Industrial. To ensure compliance with California Government Code and environmental regulations, the city has developed a Draft Program Environmental Impact Report (DEIR) to analyze potential impacts on air quality, biological and cultural resources, greenhouse gas emissions, and public services. The project includes a detailed water supply assessment and traffic data analysis to support the proposed growth. Public engagement is a central component, with a formal 45-day public comment period running from September 11, 2026, to October 26, 2026. The project is managed by the City of Calexico Planning and Building Department and is designed to ensure the city's zoning and land-use policies remain consistent with state-mandated housing goals.
