City of Calexico Housing Element Update

The City of Calexico is implementing its 6th Cycle (2021–2029) Housing Element Update to meet Regional Housing Needs Allocation (RHNA) requirements and facilitate residential development through 2050. This comprehensive planning project involves amendments to the General Plan map and text, the Zoning Ordinance, and the Municipal Code to establish by-right processing and increase residential densities. Key actions include the identification of housing sites, the implementation of programs for affordable and special-needs housing, and the specific rezoning of the Bowker site from Residential Condominium to Industrial. The project is supported by a Draft Program Environmental Impact Report (DEIR) that analyzes potential effects on air quality, biological resources, greenhouse gas emissions, and agricultural resources. Compliance is mandated by California Government Code Sections 65580 to 65589.8, requiring updates every eight years.
