City of Dallas Main Stem Balancing Reservoir Feasiblity Study

The City of Dallas has initiated a feasibility study for the Main Stem Balancing Reservoir (MSBR) project, aiming to transition from initial planning to a more detailed assessment of its viability. The study will identify potential implementation challenges, evaluate associated risks and required efforts, and provide recommendations along with estimated timelines and budgets for further studies, permitting, and design phases. It includes preliminary designs for key infrastructure components such as the dam or embankment, riverine intake and pump station, MSBR intake and pump station, and the transmission line connecting to Dallas Water Utilities’ water supply system. All design work and cost estimates are to be developed in accordance with a maturity level aligned with the AACE International Class 4 standards, ensuring a structured and reliable approach to project development. The project is managed by Garrett Moore, PE, CFM, and the contract is valued between $500,000 and $2 million, with a solicitation posted by the City of Dallas, Texas.
