City of Delano Housing Element Update

The City of Delano is undertaking the 6th Cycle Housing Element Update for the planning period of 2023 to 2031 to comply with California housing-element law and the enforcement authority of the California Department of Housing and Community Development. This project is one of seven mandated General Plan Elements and is being conducted concurrently with the 2045 City of Delano General Plan Update to ensure internal consistency and legal compliance. The primary objectives include conserving and improving affordable housing, providing adequate housing sites, removing governmental constraints to development, and promoting equal housing opportunities. The scope of work involves a comprehensive analysis of demographic and housing trends, an evaluation of available resources, and a review of market and environmental constraints. Key deliverables include a detailed inventory of suitable housing sites, a record of community engagement, and a Housing Action Plan for the 2023 to 2031 period. Performance will be centered at the City of Delano Community Development Department in Kern County. Administrative oversight includes Danielle Monsibais as the primary point of contact and Jose Lara as a project contact person. The project has been processed through CEQA posting, including a Notice of Exemption.
