The City of Oxnard (hereinafter referred to as “the City”) is requesting proposals from qualified firms of certified public accountants to audit the City’s financial statements beginning with the fiscal year ending June 30, 2025. The Firm will be asked to audit the City’s Annual Comprehensive Financial Statements (hereinafter referred to as “the ACFR”) and complete a Single Audit report if expenditure criteria are met. These audits are to be performed in accordance with generally accepted auditing standards, the standards set forth for financial and compliance audits in the U.S. General Accounting Office’s (GAO) Standards for Audit of Governmental Organizations, Programs, Activities, and Functions, the provisions of the Single Audit Act of 1984, as amended in 1996, U.S. Office of Management and Budget (OMB) Circular A-133, Audits of State and Local Governments, and Governmental Accounting Standards Board (GASB) Pronouncements.
