The City of Santa Clara is advancing a major mixed-use development project known as City Place Santa Clara, encompassing up to 9.16 million gross square feet of office, retail, entertainment, residential, and hotel space across five parcels located at 5155 Stars and Stripes Drive. The project also includes surface and structured parking, open spaces, enhanced pedestrian and vehicular access, expanded roadway networks, upgraded utilities, infrastructure improvements, and the reconstruction of Fire Station 10. Two primary land use schemes, A and B, propose identical building footprints under a new General Plan designation of Urban Center/Entertainment District, while a third option, Scheme C, introduces light industrial uses—including warehousing, distribution, manufacturing, and data centers—on Parcels 1 and 2, with the corresponding transfer of development rights to Parcels 4 and 5. This adjustment requires amendments to the city’s General Plan, rezoning of the Planned Development Master Community Plan, and an update to the August 12, 2016 Development Agreement between the City and Related Santa Clara, LLC. Environmental compliance is governed by the California Environmental Quality Act, with an addendum to the 2016 Environmental Impact Report and a Mitigation Monitoring and Reporting Program required to address potential impacts. The project is currently in the planning and approval phase, with no formal contract value, invoicing structure, or federal acquisition clauses identified, as the framework is rooted in municipal land use regulation and environmental review rather than a traditional procurement contract. The City of Santa Clara serves as the lead agency, with Nimisha Agrawal, Senior Planner, and Tom Boshaw, Vice President of Related Santa Clara, LLC, as the primary points of contact for administrative and project-related coordination.

Full Description

The Project would include up to 9.16 million gsf of office buildings, retail and entertainment facilities, residential units, and hotel rooms, and would also include surface and structured parking facilities, open spaces, pedestrian/vehicular entrances, roadway networks, upgraded/expanded infrastructure, new utilities, and reconstruction of Fire Station 10. The conceptual land use plan provides two options, Scheme A and Scheme B, for the five parcels at the Project site, both of which would have the same amount of building area. A new General Plan land use designation (Urban Center/Entertainment District) is proposed within the category of Mixed-Use designations. A "Scheme C" land use scenario includes light industrial uses, including general service, warehousing, storage, distribution, manufacturing, and data centers, on Parcels 1 and 2 and allows for a transfer of some of the previously anticipated square footage of development from Parcels 1 and 2 to Parcels 4 and 5. Addendum to the 2016 City Place Santa Clara Environmental Impact Report and Mitigation Monitoring and Reporting Program; General Plan Text Amendment to revise the permitted uses under the Urban Center/Entertainment District land use classification to include a range of light industrial uses, including general service, warehousing, storage, distribution, manufacturing, and data centers; Rezone to amend the approved Planned Development Master Community (PD-MC) Master Community Plan (MCP) to introduce a “Scheme C” land use scenario to authorize light industrial uses as described above on Parcels 1 and 2, make corresponding modifications to development standards for Parcels 1 and 2, and allow for a transfer of some of the previously anticipated square footage of development from Parcels 1 and 2 to Parcels 4, and 5; and make corresponding amendments to the August 12, 2016 Development Agreement between the City of Santa Clara and Related Santa Clara, LLC.
