City Wide Fencing Services

The City of Conroe Purchasing Department is soliciting proposals under RFP 2026-1015 for citywide commercial fencing services to be provided on an as-needed, non-exclusive basis. The scope of work encompasses the installation, repair, and maintenance of various fencing types, including commercial chain-link, black vinyl-coated, ornamental steel, wrought iron, and wood privacy fencing, as well as the installation and repair of pedestrian and vehicular gates and automatic operators. Services will be performed at various city-owned facilities, properties, and parks throughout Texas. The contractor is responsible for providing all labor, supervision, materials, and equipment, and must ensure that an English-speaking supervisor is on-site at all times. All materials must be new and commercial grade, and the contractor is required to obtain all necessary building permits and inspections. The contract will be awarded based on best value using a points-based scoring method. The initial term is for one year, with an option to renew for four additional one-year terms upon mutual agreement. Payment is issued via a blanket purchase order within thirty days of delivery and acceptance, though the City may withhold up to ten percent of the purchase price for conditional acceptance. Bidders must submit their proposals through the OpenGov procurement portal by October 15, 2026, at 6:00 PM. Required submission documents include a vendor questionnaire limited to twenty pages, a price proposal based on unit costs, a certificate of insurance meeting specific liability limits, and various state-mandated certifications regarding debarment, Texas bidder status, and ethics.
