Citywide On-Call Painting & Pressure Washing Services

The City of Atlanta, through its Department of Watershed Management, is soliciting vendors for a citywide on-call painting and pressure washing services contract via a two-phase sealed bid process beginning with prequalification. Selected vendors will be responsible for performing a broad range of maintenance services—including surface preparation, sanding, scraping, caulking, pressure washing, and painting—across multiple City-owned facilities on an as-needed basis through task orders. Work must comply with stringent material specifications, including NSF-61 certification for coatings in contact with potable water, lead content limits not exceeding 0.06% by weight of nonvolatile content, and VOC compliance. All materials must be delivered in original sealed containers with complete labeling, including product identification, batch number, date of manufacture, and hazard information, and stored in accordance with OSHA-equivalent safety standards. Performance is expected Monday through Friday during standard business hours, excluding City-observed holidays, with the contractor required to respond to work orders within 24 hours and submit detailed quotes and schedules before commencement. Contractors must provide competent, English-speaking supervision at all times, designate a qualified Project Manager available for regular coordination with Facility Managers, and maintain strict site security protocols, including daily sign-in logs, photo ID requirements, and securing all premises after work. All personnel must adhere to prohibited conduct rules, and the City retains the right to remove individuals for misconduct or safety violations. Only paints and coatings from approved manufacturers—such as Sherwin-Williams, Tnemec, or Glidden—or pre-approved "or equal" alternatives are permitted, with all product data sheets, MSDS, and certifications submitted upfront. Inspection and acceptance occur on-site by the Facility Manager, who must approve each coat before subsequent applications, with all defective work at the contractor’s expense. The contract structure mirrors an indefinite delivery/indefinite quantity (IDIQ) model, with no guaranteed minimum volume and the possibility of multiple vendors being awarded. While detailed pricing structures and CLINs are absent, service categories are fully defined with inclusions covering labor, equipment, materials, fuel, and mobilization. No socioeconomic set-asides, size status declarations, or UEI/CAGE code submissions are required; however, comprehensive technical compliance is mandatory, and failure to meet any specification may result in rejection of the bid or termination of performance.
