AI Contract Overview
The Naval Surface Warfare Center Carderock Division’s Nondestructive Evaluation Welding, Processing, & NDE Branch, Code 611, is seeking to upgrade its existing CIVA 2022 software license to CIVA 2025, a sophisticated physics-based simulation and evaluation tool critical for advanced nondestructive testing in support of the U.S. Navy’s submarine industrial base. The effort aims to transition from a node-locked license to a networked RDT&E license to enable multiple users across the organization, while also increasing the number of licensed seats to meet projected workload demands. This upgrade is essential to sustain and enhance research and development efforts aligned with DRPM MIB Advanced Manufacturing initiatives, ensuring the Navy’s maritime industrial base remains technologically capable and resilient. The acquisition is being conducted on a sole source basis due to the specialized nature of the software and its irreplaceable role in current and future NDE missions. The solicitation, identified as N00167-26-SIMACQ-CD-61-0136, is a Small Business Set Aside under NAICS code 513210, with a posted date of August 4, 2026, and a response deadline of August 11, 2026. The contract will be managed by the Office of the Naval Surface Warfare Center Carderock Division in Bethesda, Maryland, and performance will occur at the same location. Primary point of contact for inquiries is Kylie Cox, reachable via email at kylie.l.cox2.civ@us.navy.mil. This procurement reflects the Navy’s commitment to modernizing its advanced NDE capabilities and maintaining a robust industrial infrastructure capable of supporting complex naval systems through cutting-edge simulation technologies.
