Clean Tree Seed

The Missouri Department of Conservation is seeking clean tree seed for the George O. White State Nursery in Licking, Missouri, under solicitation MDC 0000000218SL, with bids due by July 29, 2026. The contract requires delivery of regionally sourced, high-quality tree seeds such as Sycamore and Wild Plum, all from the 2026 crop year and originating from specified Midwest states including Missouri, Illinois, Iowa, and neighboring regions. Deliverables must be free of fruit, hulls, and defects, fully conforming to Department specifications and deemed merchantable. Delivery is to occur at 14027 Shafer Road, Licking, MO, with FOB destination, freight prepaid and allowed terms, and final delivery for all items must be completed by April 5, 2027. The award will follow a Lowest Price Technically Acceptable (LPTA) model, where cost is the primary factor and technical acceptability is a threshold requirement. In addition to price, bidders may receive bonus points based on their participation percentage with organizations for the blind or sheltered workshops, up to a maximum of 15 points, but no cost trade-offs are permitted. The contractor must comply with Missouri-specific statutory requirements including RSMo § 33.030, § 33.065, and 1 CSR 10-3.010, and must submit required certifications including UEI, FFATA Data Form, non-boycott certification for Israel, and E-Verify documentation. All work products and materials become property of the State, and substitutions or contract assignments require prior written approval. Confidentiality agreements are mandatory, and the contractor must assist in the event of any data breach involving Department information. Invoices must be itemized, reference the purchase order number, and be sent to Mike.Fiaoni@mdc.mo.gov with remittance addressed to the nursery location. The Department reserves the right to waive minor irregularities and to terminate for convenience, with no automatic renewal and renewal pricing capped at original levels unless otherwise approved.
