The Defense Health Agency, through its Healthcare Contracting Division – Northeast, intends to award a firm fixed price contract solely to Psychological Assessment Resources Inc. (CAGE: 8S525) for the procurement of specialized clinical psychological assessment materials exclusively published by that vendor. This action is justified under FAR 6.302-1, as the agency’s requirements can only be met by this single responsible source due to the proprietary and unique nature of the testing instruments, which include standardized tools such as the PAI, STAXI-2, SIRS-2, WCST, MAC-CAT-CA, and ILK, delivered in formats like test booklets, score report forms, manuals, and eManuals. The contract is not subject to competitive bidding, and this notice of intent is not a solicitation for proposals; responses are requested solely to inform the government’s decision on whether competition is feasible, with submissions due by 5 p.m. on May 18, 2026, via email to the designated contracting officer. The place of performance is Bethesda, Maryland, with deliveries expected to align with the specific unit quantities listed, such as 75 ea of PAI IADMIN and 25 ea of STROOP Color & Word Adult Test Booklets. No solicitation value, payment instructions, invoicing method, accounting data, or formal evaluation criteria are provided, as the procurement is non-competitive and based on sole source authority. Packaging and marking follow internal product identifiers like 6433-TC and 10415-IC, but no explicit MIL-STD compliance, preservation requirements, or labeling specifications are outlined. The contractor is expected to supply all materials as manufactured by the publisher, with implicit acceptance contingent on conformance to the vendor's psychometric and formatting standards, and no COR, COTR, or PCO details are identified in the notice.

Draeger Perseus A500
Solicitation # HT940626QE112
The Defense Health Agency intends to award a firm-fixed-price, sole-source contract to Draeger Inc. for the procurement of seven Draeger Perseus A500 anesthesia workstations integrated with the Infinity Acute Care System (IACS). These units will serve as one-for-one replacements for end-of-life systems at Winn Army Community Hospital in Fort Stewart, Georgia, which have reached their ten-year service limit. The acquisition includes the necessary labor, travel for repairs and preventative maintenance, and parts to ensure optimized equipment uptime. Delivery is required within eight weeks of the order issuance. The sole-source justification is based on the need for clinical standardization, patient safety, and seamless integration with the Infinity M540 patient monitor and the Military Health System Genesis electronic health record. By utilizing the Draeger system, the government aims to avoid approximately 120,000 dollars in retraining costs and 45,000 dollars in redundant supply chain expenses. The procurement is categorized under NAICS code 339112 and is funded via the Defense Health Program. While the agency intends to negotiate with Draeger Inc., it is accepting capability statements from other authorized OEM dealers or distributors until September 13, 2026, to determine if a competitive procurement is warranted.
