The Directorate of Contracting at Fort Campbell, Kentucky, is seeking to procure 8,000 units each of MOLLE Shoulder Suspension Lower Male Assemblies (#4221) and Molle Load Lifter Attachment Straps (#4222) for delivery to Fort Campbell. The procurement will be executed as a firm-fixed-price contract on a sole source basis, citing the proprietary rights of Specialty Defense Systems, the sole manufacturer located in Dunmore, Pennsylvania, as well as the additional costs the government would incur to source from elsewhere. The contract will be awarded through Simplified Acquisition Procedures without full and open competition. Although this notice is not a solicitation and will not lead to competitive offers, any firm claiming the ability to meet the requirements may submit written notification within 14 days of the publication date, including detailed evidence demonstrating capability. The government retains sole discretion on whether to pursue competition based on responses received. If no responses are submitted by the deadline of December 31, 2004, at 4:00 P.M. CST, the government will proceed with direct negotiations with Specialty Defense Systems.
