The Government intends to award a contract for cloud computing services through a sole-source acquisition in accordance with FAR 13.106-1(b)(1), which allows for negotiation without competitive bidding. The contract focuses on web-based cloud computing capabilities for managing digital still photography and video footage, including receipt, storage, and distribution. Although this notice is not a solicitation for competitive proposals, the Government encourages interested parties to express their interest and demonstrate their capability to fulfill the requirement within ten days of the notice’s publication. Responses will be considered solely to assess whether a competitive process should be pursued. The contract solicitation number is 6676012RC60025, classified under NAICS code 518210 for data processing, hosting, and related services. Full Description

The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under authority for FAR 13.106-1(b)(1). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within ten days after date of publication of this notice of intent. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Amazon Web Services is considered the supplier who can supply web-based “cloud computing services? for the receipt, storage, and distribution of digital still photography and video footage. Amazon is the only known source that operates both servers for receiving, routing, and distribution, and large-scale storage for file storage in geographically dispersed locations. This collocation of resources and single point of management is both more efficient and less expensive to acquire. Further, the combination of the required technical capabilities in a single, integrated functional package is more reliable and less vulnerable to malicious attack. The applicable North American Industry Classification Systems (NAICS) Code is 518210. All responses may be emailed to Jillian Staskin at contact@example.gov and reference number N6676012RC60025 no later than 9:00am EST on 22 June 2012.
