The Alaska Native Tribal Health Consortium (ANTHC) is seeking Statements of Qualifications and Proposals from Construction Manager at Risk (CMaR) organizations for the Allakaket First Service Water and Sewer Project, which encompasses multiple phases including well completion, water transmission, storage, treatment facilities, interior home improvements, sewage lagoon, and piped water and sewer systems. The project aims to develop comprehensive water and sewer infrastructure in Allakaket, with the owner accepting submissions until 10 a.m. on November 12, 2025. The selected CMaR will provide pre-construction services, collaborating closely with HDL Engineering Consultants to refine project design, improve constructability, and prepare construction documents based on industry standards. Initial contractor selection will be based on qualifications, experience, personnel, and pricing, with the opportunity to submit a guaranteed maximum price (GMP) at the 65% design stage for stakeholder review. The project emphasizes a collaborative approach, integrating the CMaR into the design process early on, and allowing the owner to decide whether to proceed with the GMP or solicit competitive bids if the pricing is rejected. The contract for pre-construction services is estimated to range between $250,000 and $500,000, covering all labor, materials, equipment, and testing necessary to support the project's development. The project is managed under the NAICS code 541330 and follows industry-standard EJCDC contracting procedures.
